As part of Dover Harbour Board’s strategic rolling maintenance programme, Berths 2, 3, and 7 underwent a critical refurbishment to ensure continued operational reliability and safety for one of the UK’s busiest ports.
Scope of Works Included:

- Extensive electrical system upgrades

Our Role:
We provided full consultant Quantity Surveying and Commercial Management services across the project lifecycle, from cost planning and procurement to contract administration and final account settlements. Our expertise in managing works in complex, live operational environments ensured no disruption to port activity and successful project delivery within budget and on programme.

In response to new EU border requirements, the Port of Dover undertook a major infrastructure upgrade to implement the Entry Exit System (EES) which was a pivotal change in how travellers are processed at UK ports.
The project involved the full civil engineering delivery to support this system, including:
- Construction of new canopy structures to protect processing area
- Installation of modular buildings for border control operations and passport control
- Extensive structural works, ducting, and below-ground infrastructure and surfacing work to facilitate the change in port operations
- Integration of services to support future-proofed EES technology
- Working within a live port environment and under tight EU implementation deadlines, this high-profile project required a meticulous, collaborative approach to meet operational and regulatory milestones.
Our Role:
We were appointed as consultant Quantity Surveyor and Commercial Managers, delivering comprehensive commercial management from inception through to project completion. Our services included:

Aylesford Reservoir Remediation and Rebuild

Following the catastrophic collapse of the Aylesford Reservoir caused by sudden ground sinkholes, an emergency response programme was launched to make safe, remediate, and rebuild the critical clean water asset.
The 24-month project required:
- Immediate ground remediation and stabilisation utilising extensive ground penetrating radar, remote observation vehicles and foam concrete installation.
- Design and construction of a new clean water reservoir.
- Installation of new infrastructure and control systems.
- Stringent quality control to ensure long-term integrity of water supply.
This urgent and highly complex project demanded seamless coordination between emergency response teams, technical specialists, and delivery partners — all while under public scrutiny and regulatory oversight.
Our Role:
Acting as consultant Quantity Surveyor and Commercial Manager, we delivered full commercial management services throughout the 24-month programme. Our responsibilities included:
- Emergency cost planning and budget control under NEC4 Option E
- Commercial strategy development in a high-pressure environment
- Continuous auditing of actual costs in line with Option E contract rules
- Change control, risk assessment, and compensation event management
- Final account negotiation and close-out

To meet updated fire safety regulations and enhance life safety standards, the Port of Dover undertook a comprehensive programme of Fire Compliance Works across its estate.

Given the live and operational nature of the port, alongside the number of tenants and stakeholders involved, the project demanded high levels of communication, scheduling, and risk mitigation throughout.
